The Compact is an agreement between local statutory agencies, the voluntary and community sector and other local public bodies to improve their relationship for mutual advantage. It aims to set out the principles for developing working relationships and enhance communication, common understanding and collaboration between the voluntary and community sector and the statutory sector.

Compact development work in Broxbourne is currently in the hands of the Broxbourne Compact Action Group, which comprises representatives of the voluntary sector, Broxbourne Borough Council, Hertfordshire County Council and Herts Primary Care Trust.
